CARB Opens Voluntary Intake Platform for 2026 Climate Disclosure Reporting

Overview

The California Air Resources Board (CARB) has opened this voluntary intake platform to assist reporting entities with making their reporting submission for the 2026 reporting year under the Initial California Climate Disclosures Regulation. With this platform, a reporting entity may submit its Scope 1 and Scope 2 greenhouse gas emissions report

CARB will generate 2026 fee invoices for reporting entities. CARB will send invoices on or before December 10, 2026. As set forth in the Initial Regulation, payment is due within 60 calendar days from the date of CARB's invoice.

For 2026 reporting, CARB will accept emissions reports in the format an entity currently uses, consistent with the Enforcement Notice. Entities that were not collecting and were not planning to collect emissions data when the Enforcement Notice was issued may instead submit a statement of non-reporting

All uploaded emissions reports and statements of non‑reporting will be made public. Questions marked with an asterisk (*) are required for the voluntary form to be submitted. Contact information will be used for billing purposes only.

CARB will accept consolidated emissions reporting from parent and subsidiary business entities. Third parties or contractors should make a separate submission for each distinct group of business entities, to the extent each entity is required to report.
